I have read the related documentation but I am no wiser in this respect.
I want my 'singer' to speak the lyrics in time with the music, specifically so that syllables are time synchronized with the musical notes. Is there an acceptable way to achieve this ? Think of 'The Roses of Success'.

Not really, VS is designed for singing voice.
 
I listened Roses of success, some sentences are half-spoken half-sung.
You can write the notes to reproduce the pitches of the voices.
 
Then set pressure time low (< 50%) to these notes, and VS voice setting to stop singing even in short rests.
 
Another way, is to record your voice speaking in a digital track and let VS sing where you don't want to speak.
 
I think this subject has been discussed somewhere on the forum.

On peut aussi créer une portée Texte et ensuite cocher dans le menu de la portée texte "Portée avec paroles". Je le fais pour une portée Traduction et comme je ne veux pas entrendre la traduction je mets le volume de la portée à zéro, mais si on veut l'entendre on monte le volume...on peut aussi entendre le nom de notes dans un petit script si je me souviens bien.
