I often get inexact timing with a copy-paste operation.
 
The example below shows that copying and pasting a quarter-note chord adds a very, very short rest. This either results in an error message for single-bar operation, else displaces all succeeding notes with lots of small tails.  
 
Or should I say that I get too exact timing?  
Is it a system or an HA problem?

What comes out if you first get rid of the arpeggio effect (strum) ? The short rest might come from the delay applied to the first (and possibly other) notes of the chord.

Tony, also look at the durations of each note (right-click>Edit note).  There are sometimes non-obvious glitches there.
 
I occasionally get this sort of problem as the result of importing a score from an .ABC file.  Of those cases, about half result from my error and half from some kind of conflict between the text file and the input algorithm (i.e., the .ABC file looks fine, but it is usually necessary to delete the entire line and retype it in order to solve the problem, if I can't fix it in HA).

The problem is not specifically to do with arpeggio; it is not even consistent.  
 
Here it shows itself when copying triplets into the Album:

I sometimes wonder if I am not copying 100% of the notes or the bar (I scroll the mouse).  
Is there a method of copying one bar of a single staff within a system?

If you double-click within the bar, the whole bar on that staff is automatically selected.
