When you investigate the source of the generated pages, you will see that in the generated html all "img" tags have a "alt" attribute. For the thumbnails on the index pages as well as for the larger images on the image pages the value for the "alt" attribute is the same as the value for "Title".
However, you may have stumbled upon an omission in Galerie: When "Title" for the larger images is not checked in the main window before generating, the "alt" attribute for the larger image is left empty.
(There is no such thing as "alt" tags. The "alt" attribute is used to specify a alternative text for a element that will be shown when the element cannot be rendered and is used inside the tag for that element.)
